The Department of Permitting Services is responsible for the permit intake, issuance and inspection of construction projects in Montgomery County Maryland.  The primary purpose of this position is to design, develop implement and evaluate public outreach and education programs and material for the services provided by the Department of Permitting Services (DPS). The position develops marketing strategies such as media campaigns, workshops, DPS newsletters, educational videos and DPS website content to inform the public about the permitting process.


Success in this position involves applying excellent writing skills and understanding complex, technical permitting processes, communicating this information in a variety of formats and methods to a diverse group of customers.  This position requires the ability to attend meetings or perform work at locations outside the office.  Occasional evening or weekend meetings are required.

Minimum Qualifications

Experience: Extensive (seven years) professional administrative experience in the area of public relations or program management in community outreach and education.
Education: Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration, or related fields.
Equivalency: An equivalent combination of experience and education may be substituted.


Selected candidate(s) will be required to successfully complete a medical history review prior to appointment.



Preferred Criteria

Resume must include information specific to the preferred criteria listed below. Make sure that your resume references your knowledge, skills, and abilities as they relate to the preferred criteria. 1.      Experience in designing, developing, implementing, marketing and evaluating public outreach programs, workshops and public forums for homeowners, builders, developers, civic groups and special interest groups.

2.      Experience analyzing community problems and developing sound and appropriate recommendations.

3.      Experience negotiating agreements, defending positions, and presenting information to public and private sector leaders.

4.      Experience in facilitating groups and presenting technical information and complex processes to varied audiences.

5.      Experience in writing newsletters, educational video scripts and technical public education materials.

6.      Experience in creating/designing, developing, implementing, maintaining, and evaluating websites and web content germane to educational and social media.

7.      Experience in designing, developing, implementing, evaluating customer surveys, analyzing results and reporting results to management.

8.      Experience translating, in writing, public education materials or coordinating the written translation of public education materials.

All applicants will be reviewed by OHR to determine whether or not they meet minimum qualifications for the position.  All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria.  Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either "Qualified" or "Well Qualified." The highest rated applicants will be placed on the Eligible List and may be considered for interview.  Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a "Transfer" candidate and may be considered for interview. Note: In the event there are 5 or less minimally qualified candidates, all will be placed on the Eligible List as Qualified and will be interviewed.
