This is a term position. Continued employment in this position is contingent upon renewal of term which ends 6/30/2014.
The Chief Information Officer (CIO) for the Montgomery County Department of Health & Human Services (DHHS) provides strategic planning and leadership for operational and day-to-day administration of the DHHS Information Technology (IT) operations. The CIO directs and manages the staff, contract services, and material resources that support and maintain the DHHS infrastructure and enterprise applications. Duties include: facilitating communication between IT staff, management, vendors, and other technology resources within the County; assuring appropriate infrastructure for system security, redundancy, and back-up; enhancing business performance which optimizes critical IT service management processes and provides visibilities into infrastructure; institutionalizing knowledge and methods to enable continuous improvement, performance gains and consistency; providing strategic and tactical planning, development, evaluation, and coordination of the IT systems; leading a governance structure that aligns IT initiatives with business priorities; balancing resource constraints to optimize IT investments; and producing an annual IT plan and budget that is integrated in the planning and budgeting processes of the department and the County.

Experience: Seven years of progressively responsible professional experience in information technology, three years of which were in a supervisory or executive capacity. Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.

- Experience in providing strategic and tactical planning as it relates to the development, evaluation, and coordination of information and technology systems.
- Experience with integrating IT planning and budgetary processes.
- Experience in balancing business priorities and resource constraints.
