The Department of General Services seeks a highly skilled and experienced manager to directly supervise professional engineers, architects and senior project managers to implement the County's building/facility infrastructure six year Capital Improvements Programs. The employee will be responsible for cost and schedule control of multiple multi-million dollar construction and professional services contracts. The employee must be thoroughly familiar with the legal aspects of the architectural/engineering construction process. The employee will also be responsible for: producing clear and concise Request for Expression of Interest (REOI), Requests for Proposals (RFPs) and Invitation for Bid (IFBs) for facility building projects; developing contract change orders and amendments; providing comprehensive review and analysis of Critical Path Method (CPM) schedules; conducting staff resource analysis and assigning staff as necessary and appropriate; conducting comprehensive construction claims analysis and recommendation; and providing dispute resolution support. The employee must have knowledge of: construction methods and materials, Construction Specifications Institute (CSI), American Association of State Highway & Transportation Officials (AASHTO), American Society for Testing & Materials (ASTM) and International Code Council (ICC)), and must have knowledge of or the ability to rapidly acquire knowledge of Montgomery County Procurement Regulations. The employee must also have the ability to develop technical specifications.

Experience: Five years of progressively responsible professional experience in the field of Capital Improvement Program for Building/Facilities or/and business administration.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.

1. Experience overseeing, directing and managing a Capital Improvement Program (CIP) and managing varied projects at the same time.
2. Experience in contract administration for an organization with a varied portfolio of contracts and procurement and contracting activities, including reviewing and processing contract claims and changes and development of RFPs, IFBs and technical specifications.
3. Experience approving design and construction solicitations, contracts and changes, including participation in the selection of consultants and contractors.
4. Registered as a Professional Engineer or Professional Architect in the State of Maryland.
5. Experience leading, supervising, coordinating and directing large numbers of diverse professionals in the practice of Engineering/Architecture and Project Management.
6. Experience working using building construction methods and materials; CSI, AASHTO, ASTM; BOCA; and Montgomery County Procurement Regulations
7. Experience developing, maintaining and reviewing complex activity network schedules, and maintaining cost and schedule control of multi-million dollar construction contracts.
