The primary duties of this position are to provide administrative, budget, fiscal, and technical assistance to the BHCS Treatment Services programs and services. In that capacity the incumbent prepares the Maryland Alcohol and Drug Abuse Administration (ADAA) grants, T-FRAN forms, the Montgomery County budgets, budget supplements, expenditure reports, and the allocation of funds for contracts. In addition, this position monitors the budget expenditures of the BHCS Treatment and Addiction programs and works with the managers to modify their budgets and spending patterns as necessary. This position also works with the Treatment Manager and Service Area Administrative Services Coordinator to analyze expenditures for the quarterly budget analyses required by the Department's Budget Team and participates in these meetings as well as other administrative team meetings. The position prepares budget and journal entries to keep the BHCS Treatment Program budgets correctly appropriated, monitors budget expenditures, and assures that expenditures are charged to the correct accounting codes. The position works in conjunction with the Addictions Program Specialist I in preparing the ADAA Annual Strategic Plan, and prepares the service matrices for the plan. This position has a lead responsibility for the year-end closeout of the Treatment program expenditures including identifying liquidations and accruals where necessary. This position also assists with state audits and prepares materials for Montgomery County Finance Department, OMB, and ADAA.

Experience: Considerable (3 years) experience in budget preparation commensurate with the duties stated in the job summary above.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Selected candidate(s) will be required to successfully complete a medical history, drug and alcohol exam prior to appointment.

- Experience of procedures related to Oracle (ERP) and spreadsheet programs (EXCEL) for personal computers;

- Experience of effective communication, both orally and in writing.
