This is a one-year (1) Term position with benefits.  The Term end date is May 31, 2014 and continued employment in this position is contingent upon renewal of term. 

 

The positions are full-time, grant funded Term positions located throughout the Montgomery County Office of Emergency Management and Homeland Security.

 

The position may be underfilled at the Emergency Management Specialist I, grade 24. Salary: $54,054 - $89,596.

 

The duties of the position include but is not limited to: developing and implementing plans such as emergency operations plans, mitigation plans and continuity of operations plans; overseeing and managing response efforts and which requires familiarity with Emergency Operation Center (EOC) plans, procedures and situational awareness tools; planning, conducting and evaluating emergency response and recovery training courses as well as exercises and drills related to disaster plans; coordinating with other local jurisdictions, State and Federal agencies, including the Department of Homeland Security and the Federal Emergency Management Agency, to develop and evaluate regional response plans; establishing and maintaining working relationships with other County department staff involved in emergency management; representing the County on regional emergency response committees and before citizen groups and other outside organizations; overseeing the public warning and notification systems, including administration of Alert Montgomery, emergency operations center readiness; and developing and managing Homeland Security Grant funded projects.

Minimum Qualifications

Emergency Management Specialist II, grade 26:

 

Experience: Thorough (5 years) applicable experience in emergency management and/or public safety plans and practices; disaster recovery; hazard mitigation; exercise planning and coordination.

 

Education: Bachelor's degree from an accredited or university in such fields as emergency management, public safety, public administration, or a related field. 

 

Equivalency: An equivalent combination of education and experience may be substituted.

 

If under-filled at Emergency Management Specialist I, grade 24:

 

Experience: Some (2 years) of applicable experience in emergency management and/or public safety plans and practices; disaster recovery; hazard mitigation; exercise planning and coordination.

 

Education: Bachelor's degree from an accredited or university in such fields as emergency management, public safety, public administration, or a related field.

 

Equivalency: An equivalent combination of education and experience may be substituted.

 

Selected candidate(s) will be required to successfully complete a physical, drug and alcohol screen prior to appointment.

Preferred Criteria

Resume must include information specific to the preferred criteria listed below. Make sure that your resume references your knowledge, skills, and abilities as they relate to the preferred criteria. 1.     A current and active Certified Emergency Manager (CEM) through the International Association of Emergency Managers;

2.     Strong Experience in developing and implementing plans including, but not limited to local Emergency Operations Plans Mitigation Plans and Continuity of Operations Plans;

3.     Strong experience developing training courses, exercises and after action reports utilizing the Homeland Security Exercise Evaluation Program (HSEEP);

4.     Experience supporting Emergency Operations Centers (EOC) and utilizing EOC information management systems and protocols during emergencies;

5.     Strong Experience developing and managing projects funded through the Federal Emergency Management Agency including the Urban Area Securities Initiative, Emergency Management Performance Grant;

6.      Experience in the Hazard Mitigation Grant Program; and

7.      Experience of County and Maryland Grant Management systems.

All applicants will be reviewed by OHR to determine whether or not they meet minimum qualifications for the position.  All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria.  Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either "Qualified" or "Well Qualified." The highest rated applicants will be placed on the Eligible List and may be considered for interview.  Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a "Transfer" candidate and may be considered for interview. Note: In the event there are 5 or less minimally qualified candidates, all will be placed on the Eligible List as Qualified and will be interviewed.
