The employee in this position manages the Community Use of Public Facilities (CUPF) program at the Silver Spring Civic Building at Veterans Plaza. The employee will be responsible for the day-to-day operations of the building, coordination with General Services, Homeland Security, and Sheriff's Office for contracted support staff and building maintenance, oversight of procurement contracts (ice rink, artisan market, etc.), special initiatives, and partnership memorandum of understandings between the County and nonprofit organizations located in the building. As needed, to support large special events, the employee will coordinate with Public Safety agencies, Liquor Control and DOT.

 

The employee will also supervise and train three CUPF staff, multiple volunteers, and contracted workers. The employee will consistently implement CUPF policies and procedures and make recommendations to the Director for enhancement.  No public monies fund the CUPF program and the employee will take steps to maintain and enhance revenue to support operations and administer the allocated operating budget. Hundreds of community, individual, and government special events and programs, which may attract thousands of participants, are scheduled at the building seven days a week, some of which will not conclude until 2 am on weekends. The employee will be expected to respond to emergencies or situations during any period when the building is in use. The selected employee must be available to work after hours and weekends.

 

The selected individual must be able to diplomatically navigate difficult and sensitive situations with challenging user groups, seeking creative solutions that address the issue and maintain excellence in customer service while consistently implementing CUPF policy despite challenges. Knowledge of the Silver Spring area and resources, strong communication and persuasion skills, and willingness to take full ownership of a program are critical to successful performance.

Minimum Qualifications

Experience: Five years of progressively responsible professional experience in the operation of a complex program designed to facilitate access to government facilities and programs serving a diverse and politically active community, which included suprevision of multiple staff.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

The selected employee must be available to work after hours and weekends to respond to emergencies and situations during any period when the building is in use. County and community activities are scheduled at the Civic Building seven days a week, including late-evening hours.

Preferred Criteria

1. Experience managing a significant program area or service utilizing multiple resources and making decisions with long-range strategic implications or policy precedence implications

 

2. Experience in supervision and training of employees, volunteers and contracted workers

 

3. Experience in written and oral communications that convey information (training materials/presentation, procedural documentation, correspondence, reports requiring research prior to making recommendations)

 

4. Experience in resolution of complex operational problems that are barriers to improved services, business practices, and teamwork throughout the organization directed

 

5. Experience in utilizing contacts inside and outside the County, including interagency or community groups, to coordinate and expedite work efforts, resolve problems, implement, and/or evaluate policies and services

 

6. Experience in a variety of administrative functions to include budget, human resources, procurement and contract administration

 

7. Experience in diplomatically navigating difficult and sensitive situations with challenging user groups, seeking creative solutions that address the issue and maintain excellence in customer services while consistently implementing CUPF policy despite challenges

 

8. Experience working with culturally diverse and politically involved community groups in accessing government facilities, resources and programs

All applicants will be reviewed by OHR to determine whether or not they meet minimum qualifications for the position.  All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria.  Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either "Qualified" or "Well Qualified." The highest rated applicants will be placed on the Eligible List and may be considered for interview.  Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a "Transfer" candidate and may be considered for interview. Note: In the event there are 5 or less minimally qualified candidates, all will be placed on the Eligible List as Qualified and will be interviewed.
